| Over the last decade, major cities throughout the United States have aggressively promoted urban redevelopment, supported business formation and retention, and enhanced their public policies toward sustainable growth. These re-urbanization activities have resulted in the net in-migration of households and businesses as reported by the year 2000 Census figures. As a result, cities and the institutions that reside within, now recognize that future prosperity means the proactive redevelopment of the quality of life once lost to the suburbs. | Urban redevelopment history demonstrates that public administrations and urban institutions are good planners, but all too often, these organizations have struggled with the implementation of development programs with defined boundaries, scope and duration, measurable outcomes, timely delivery, major corporate support, and community consensus. It is not uncommon to find that government bodies have a tremendous equity in libraries of documented plans and programs that remain unimplemented. |
